Energy efficiency programs are often free or low cost, reduce energy bills over time and can increase comfort in our homes. Additionally, ratepayers are collectively paying for these programs through their electricity bills. Why do some consumers decide against participating in energy efficiency programs, and how can they be designed to provide equitable access to all ratepayers?
